In order to identify research strategies and possible implementing action, the RA summarizes for each Libyan partner: the university vision, research priorities, opportunities and challenges, future projects and proposals. The Research Agenda is a starting point, a part of a dynamic process that will lead to a continuous update of the institutional agenda: the more it is shared, the more it will contribute to the enhancement of the general quality level of research activities in Libya. The Libyan Research Agendas highlight excellences, challenges, needs and aspirations, and a vision for the future.

Addressed to the national authorities and university decision-makers, the White Paper is the result of 4 years of collaboration where representatives of Libyan HEIs, Libyan Research and Consultation Centres as well as Libyan authorities have been consulted and shared spaces of dialogue, to jointly define recommendations for the improvement of research in Libya. The document is structured in 3 levels: recommendations for university staff, recommendations for decision-makers, recommendations for national and international stakeholders. The document also includes the long-term goals for the reform of Libyan research national strategy.
