The objective of the Local Trainings was to deliver a Horizontal capacity building action, where Libyan academic and administrative staff trained during the first phase of CB (by the EU partners) have trained their peers (both academic and administrative), to generate a “cascade effect” and to share with their counterparts not only the knowledge acquired but also their experience in managing and implementing research and researd related activities in the Libyan context.

The activities were coordinated by Misurata University with the support of UNIMED. Several bilateral meetings have led to the definition of a revised implementation plan, as well as a template of local training Agenda, in order to ensure consistency between all the trainings and ensure that all participants will bring similar take aways. Nevertheless, each HEI had the freedom and opportunity to adapt it according to its needs and specificities.

Among the compulsory sessions, there were the following:

  • An overview of IBTIKAR project, acting as dissemination event within the HEI
  • Presentation of the vertical capacity building phase (and related to WP3)
  • Research Agenda and research priorities: developing a research and innovation strategy for the university (relying on all the relevant work done during the WP, for the first time and in a participatory way)                
  • Visit to a research Lab or any research like unit or institution (as done during the vertical visits in Lecce and Istanbul_ WP3)
  • Research and consultation centers at Libyan universities: Challenges and opportunities.
  • The legal framework governing higher education in Libya. Law 4 vs amendment 126 and 501. Could the new legislation affect the research in Libyan universities?               

 

The trainings have been thought to be interactive and engaging with the participants, in order to collect their feedbacks, in view of the harmonisation event and the collection of a set of recommendations. When necessary, the training have been performed directly in Arabic, to facilitate the transfer of acquired knowledge.

Once the common Agenda was shared, all Libyan HEIs have worked on their institutional local training, defining their agenda and indentifying trainers and trainees, ensuring the logistic aspects and internal dissemination. Besides the support from the WP leader and the project coordinator, Libyan HEIs helped each other, and in some case, contributed to the local training. As an example, the colleagues from Sirte participated in the local training in Ajdabiya.

For all local training:

  • trainers were mostly academic and administrative trained in WP3
  • trainees: academic and administrative staff from research and consultation center, from faculties and laboraties, PhD students, communication services or from all sector of the university involved in a way or another in the scientific research (at least 15 staff were targeted)
  • 3 days trainings (with flexibility or spread over different weeks), Between the 20th of December and 17th of January

 

In total, 11 institutional trainings have been organised (even in LIMU as associated partner), involving around 60 trainees and reaching 270 participants.
